Isreal's a pretty small country, but you'd still need a pretty ****ing big bus. I understood you can throw people under a bus, but Obama's American, and I don't think he has the geographical knowledge to throw an entire country under a giant automobile.

Getting a better ****ing metaphor for ****s sake, "under a bus" is overused. And I hadn't even heard it before Obama was elected.

Google Adds Turn-by-Turn Bicycling Navigation to Maps Apps


Bicyclists have a new, hands-free way to navigate their journeys, courtesy of Google.

The search giant this week added GPS-enabled mobile biking directions and navigation for headphones connected to smartphones, and brought turn-by-turn voice-guided navigation to Google Maps Navigation beta.

U.S. and Canadian users, who already had access to biking directions in the Android Google Maps app, got an update Wednesday to include the new navigation function. The new service is being made available in 10 more countries as well.

While riding, a bicyclist can keep an eye on real-time map directions or turn on speaker mode to listen to directions, Google said.

Last month, Google launched its desktop biking directions in Australia, Austria, Belgium, Denmark, Finland, the Netherlands, Norway, Sweden, Switzerland, and the U.K., all of which will have access to the new mobile feature.

"We know how popular cycling is in many parts of the world, so we wanted to include as much bike trail data as possible to provide efficient routes, allow riders to customize their trips, make use of bike lanes, calculate rider-friendly routes that avoid big hills and busy roads, and to customize the look of the cycling map to encourage people to hop on their bikes," Google Maps product manager Kai Hansen said in a July blog post.

Biking directions launched on the U.S. and Canadian Google Maps Android apps in 2010. Now, there are more than 330,000 miles (more than 530,000 kilometers, or just over half a gigameter, for our international readers), of green biking lines in Google Maps.

The dark green lines signify dedicated bike trails and paths, like through parks or along waterways, where motor vehicles are restricted. Light green lines show streets where bike lanes are available on streets with vehicle traffic, and dashed green lines provide a visual of other streets recommended for cycling.

Google's tools also help bicyclists avoid steep hills.

Working with members of the cycling community, and with the support of nonprofits like the Rails-to-Trails Conservancy, Google has been able to add bike data for hundreds of cities and trails since it launched the bicycling option two years ago.

Girish H.N. (B.A.) is representing India in the Paralympics 2012 at London. He will be competing in the high jump event. The 24 year-old has an impairment in his left leg, but that doesn?t deter him from making leaps as high as 1.8 meters. In the past, Girish has won medals at the Asian Championship and the World Games for the Disabled. I spoke to this enthusiastic and promising sportsperson shortly before his departure.

Girish_High Jump Athlete Arundhati?Venkatesh (AV):?How does it feel to be representing the country?

Girish H.N. (GHN):?There is a feeling of great pride that I am representing the nation in the world?s biggest event ? the Olympics and Paralympics. I feel fortunate and blessed.

AV:?You will be travelling to London soon, what are your expectations?

GHN:?This is going to be an experience for me; it is the first time I am taking part in the Paralympics. Every athlete dreams of winning a medal. I have belief in my abilities, but I don?t have expectations.

AV:?How do you feel watching Olympics on T.V. and knowing you will be there taking part?

GHN:?The performance of Indian sportspersons has motivated me even further. It feels good to know I will be in the same position, performing in the same place. I am trying to learn from what I watch, from the reactions, the weather conditions.

AV:?How are you training and preparing for the event?

GHN:?I have been training here in Bangalore right from March, learning techniques under the guidance of coach Satyanarayana of Karnataka Athletics Association, Nikitin, a Ukrainian trainer employed with Sports Authority of India and Olympics-qualified high-jumper Sahana Kumari.

AV:?How did you get to where you are, what was the qualification process like?

GHN:?I come from a very poor family, from a village in Karnataka. Between 2008 and 2010 I was not able to take part in sports. Then I underwent the soft skills and BPO training at Samarthanam Trust for the Disabled. That turned things around for me. I was recruited by ING Vysya Bank. I worked at the bank. In 2012, I was in Kuwait for the Paralympics qualifier, with the Rs. 80,000 sponsorship from ING Vysya. I won a gold medal and qualified for the Paralympics. It was a dream come true for me, like attaining the fruit of penance.

I am one of the five athletes from all over India who qualified, and the only one from the south. I topped in the trials. I had to give up my job for the Paralympics training since it was not possible to take more than a 2-month break, and I was required to be away for six months. But I feel like I am a sportsman today. The outcome is secondary; I feel I have achieved something regardless. I hope this will be an example to others.

AV:How do sports and tournaments for the differently-abled help? Some may feel sports for the physically challenged is not required?

GHN:?One never questions why Saina Nehwal should play badminton, or Tendulkar should wield a bat. The differently-abled have a right to take part in sports too. Why not us?

From playing at the district level, to representing the state and country and bringing name and fame ? sports has made me what I am.

Physical health & fitness, confidence, growth as an individual, self-esteem and happiness ? sports for the differently-abled has all these benefits and it is for this reason that I hope it is promoted and develops. There is a lot of scope.

AV:?How can organizations and individuals promote sports for the differently-abled?

GHN:?An athlete cannot participate under poor financial conditions. Sponsorship and support are required. This happens in all countries. It is a symbiotic relationship ? with the individual?s growth and development, the company or foundation also benefits.

AV: What would you like to tell children watching the Games?

Whatever the field or area you want to work in, it is for you to choose, you must aspire and dream big. You must also work hard to chase those dreams, have self-belief and strive to fulfil your potential.

AV:?Finally, what is your message to readers?

GHN:?Each one of us has talent, including the physically challenged. It is a challenge, yes. The way my parents brought me up was no different ? I was given the same treatment as other children. I was given opportunities not sympathy. I never once felt I was disabled. I played games with everyone else and was captain of the cricket team. I competed in events in the general category and won ? I took home the silver and bronze medals at Mysore University.

Even if one doesn?t win, he or she must be encouraged. Someone who has been a medal winner may not necessarily win the next time, they must still be supported.

My best wishes are with everyone, I hope there are opportunities for all.

A slow-moving Isaac brings flooding to Gulf states

ScienceDaily (Aug. 30, 2012) ? Isaac -- once a Category 1 hurricane and now a strong tropical storm with maximum sustained winds of 70 miles per hour (60 knots) -- continues to create havoc across the Gulf Coast, from eastern Texas to Florida. While "only" reaching Category 1 on the Saffir-Simpson hurricane wind scale upon landfall on Aug. 28, Isaac is a slow mover, crawling along at only about six miles (10 kilometers) per hour. This slow movement is forecast to continue over the next 24 to 36 hours, bringing a prolonged threat of flooding to the northern Gulf Coast and south-central United States.

As seen in this infrared image from the Atmospheric Infrared Sounder (AIRS) instrument on NASA's Aqua spacecraft, acquired at 2:41 p.m. CDT on Aug. 29, 2012, the large storm is still relatively well organized and is producing strong bands of thunderstorms. The broad area of purple in the image represents cloud-top temperatures colder than minus 63 degrees Fahrenheit (minus 52 degrees Celsius) around the center of the storm's circulation. It is here that Isaac's strongest storms and heaviest rainfall are now occurring.

According to the National Oceanic and Atmospheric Administration's National Hurricane Center, strong bands of thunderstorms continue to develop over water in the storm's eastern semicircle and southwest of the center. These strong rain bands are forecast to spread gradually to the west tonight across coastal southeastern Louisiana and southern Mississippi, including the New Orleans metropolitan area. The storm is expected to weaken to a tropical depression by Thursday night and a post-tropical remnant low-pressure system by Friday.

Infusing, adding or transforming | From a global perspective

Paul Roberts offers a critique of the University?s Internationalisation Strategy in relation to learning and teaching.

York?s Internationalisation Strategy emphasises the economic and academic advantages of an internationalised higher education experience. These are two of the motivations for internationalisation proposed by Knight (1999) in her influential paper, the other two being political and social motivations. The economic aim of the strategy entails the development of ?programmes that prepare students to succeed in the modern global economy?, leading to better employment possibilities. The academic advantage is spelled out in the intention to ?create opportunities for international exchange with high quality institutions?. Mention is also made of the social imperative, the aim of bringing about ?improved cultural understanding between the University and key international partners?.

To achieve these aims, a set of objectives is outlined, grouped into three areas:

- academic endeavour and opportunity,

- reputation building, stakeholder engagement and income generation, and

- embedding internationalisation in the York community.

The first of these entails what Knight has called the ?Activity Approach? to internationalisation: the movement of students and staff across national and cultural boundaries. This is already in evidence, with large numbers of international students coming to York, internationally-recruited staff, and significant exodus of staff and students through overseas placement schemes and Study Abroad.

This first area includes a commitment to making the curriculum ?culturally diverse and internationally focused?. This seems closely aligned to Knight?s ?Process Approach? to internationalisation, where the curriculum is infused with international and intercultural elements.? The theme is taken up by Bond (2003) who cites Cogan?s (1996) list of starting points for infusing the curriculum with international content. As with the Activity Approach to internationalisation, there is much evidence of ?infusion?, or the Process Approach, already taking place at York.

The second area of objectives, while carrying implications for learning and teaching, does not make explicit reference to the curriculum, unlike the third area, ?embedding internationalisation in the York community? which entails bringing ?an international perspective to as many aspects of the student experience as possible?. This objective may be seen as an example of what Bond (op.cit) characterises as the ?Add-on? approach to internationalisation. The student experience is enhanced by the addition of an international perspective. As with examples of infusion, there are many instances of added international perspectives already in operation for York students, for example the King Lear project in Siberia.

These instances of activity, of infusion and addition, substantially multiplied, will undoubtedly lead in the right direction, towards a fulfilment of the ultimate economic, academic and social goals outlined in the strategy document. But more may be achieved by working towards a transformation of learning and teaching in both systems and practice.

The idea of making the curriculum culturally diverse and internationally focused seems based rather narrowly on the learning and teaching content expressed in programme and module documents, and to sidestep the opportunity to gain cross-cultural input into programmes by exploiting the presence of an international body of students. This focus on programme content may also result in a missed opportunity to use students to help develop intercultural competence. Experience at some HE institutions has shown that by transforming approaches to teaching room practice, it is possible to draw benefit from the diverse student body, allowing a range of cultural standpoints to inform programme content (e.g. Hockings et al 2009).? As a by-product of genuinely inclusive teaching strategies, students can develop intercultural competence (see Jones and Killick 2007, pages 112-3). Assessment schemes might then be transformed so that processes of intercultural communication are rewarded in the same way as content-based products.

California Assembly OKs bill to restrict gay therapy for minors

SACRAMENTO (Reuters) - California's state Assembly approved a bill on Tuesday to restrict a therapy that aims to reverse homosexuality, moving the state closer to becoming the first in the nation to ban the controversial treatment in children and teenagers.

The 51-21 vote in the Democratic-controlled Assembly marked a major victory for gay rights advocates who say the therapy has no medical basis because homosexuality is not a disorder.

They also say such attempts to change sexual orientation can cause depression and lead to substance abuse and suicide.

The Senate passed its version of the bill by a vote of 23-13 in May. Lawmakers must iron out minor differences in the two measures by Friday before a final bill makes its way to the desk of Democratic Governor Jerry Brown.

"It's heartening to see the majority of the Assembly agrees that this kind of so-called ?treatment' essentially is psychological abuse of children," the bill's sponsor, state Senator Ted Lieu, said in a statement.

"Even the person who brought any legitimacy to this kind of psychological technique, Dr. Robert Spitzer, renounced his study and apologized to the LGBT (lesbian, gay, bisexual and transgender) community. Even professionals agree that this quackery needs to stop," he said.

If Brown signs the bill into law, California would become the first state in the nation to outlaw so-called "conversion" therapy for minors.

Republican opponents of the measure said politicians should not step in and regulate what they consider to be a matter for medical boards.

They also said it encroaches on the rights of parents to make choices for their children.

A new filter that separates the two substances only using gravity could help clean oil spills

Oil and water?s disdain for each other is legendary, but once forced to comingle they?re nearly impossible to separate. Now scientists have developed a specialized filter that cleanly separates the two, allowing water to pass through and leaving oil behind.

Such filters could prove useful for cleaning up oil spills or cleaning water at treatment plants.?

A simple setup using the new filter successfully removed more than 99.99 percent of oil from an oil-water mix, researchers report online August 28 in Nature Communications.

Oil and water both stick to their own, staying on opposites sides of the room at a molecular cocktail party. But add a chemical called a surfactant ? molecules that are partly attracted to water and partly attracted to oil ? and you?ve got a social lubricant that forces water and oil to mingle. Once this socializing happens, it?s difficult to undo.

One way to get them apart is with a filtering membrane coated with water-hating molecules ? such membranes allow oil through, but not water. Think of a nonstick Teflon pan, says materials scientist Anish Tuteja, who led the new work. Oil moves smoothly across such surfaces but water beads up. But these filters require energy to force stuff through them, and they often become fouled after a few hours. Also, water is denser than oil, so it can sit on top of such filters, making it harder for oil to get through.

The new membrane is the opposite of Teflon, allowing water to pass through it, but not oil. And it works with gravity alone.

?This is nice work,? says chemical engineer Di Gao of the University of Pittsburgh, who wasn?t involved in the research. ?It?s not too hard to make a surface that repels water but likes oil ? but to do it the other way is hard.?

To make their membranes, Tuteja and his colleagues start with a filter scaffolding ? this can be wire screen, filter paper or a piece of polyester fabric. Then the researchers dip the screen in a blend containing two compounds: POSS (fluorodecyl polyhedral oligomeric silsesquioxane) and PEGDA (polyethylene glycol diacrylate). A minute or so under ultraviolet light cures the membrane, and it?s hardened and ready to use.

When a water-oil mix is poured onto the filter, the PEGDA is attracted to the water and tries to bond with it, which contorts the surface of the filter on a molecular level, pulling the water through. The oil, which is less dense than water, stays on top.

?It?s a very counterintuitive filter,? says Tuteja, of the University of Michigan.

Tuteja and his colleagues put the new filter into a simple device to separate oil and water. When a mixture is poured into the container, water flows through the POSS-PEGDA filter into the bottom of the container. A second, traditional filter allows oil sitting atop the water to be diverted off to the side into a different container. The setup worked quite nicely, separating rapeseed oil and water, for example, and the diesellike hexadecane and water. Instead of requiring vacuums or elaborate setups that use pressure and power to force a mixture through a filter, the new arrangement uses only gravity.

?The research is excellent, the membrane is a feat in itself,? says marine engineer Jerome Milgram of MIT. He adds that it remains to be seen whether such a setup would work in the field. An oil spill in the ocean, for example, might require thousands of hours and thousands of gallons to be filtered.

Little social security

Merkel's politics are based on the social economic market, an economic model most political parties have followed since World War II. It's a compromise between social democracy and economic liberalism, combining private enterprise with government regulation to establish fair competition. ?Extensive cuts in social benefits, like Paul Ryan?s proposal to privatize Medicare, are not part of her political vision,? says Henriette Rytz from the German Institute for International and Security Affairs in Berlin. Germans have questions about how a Romney-Ryan team would cut government spending while expanding the military budget. And experts raise concerns about more social cuts in a system that ? compared to Germany ?? has little social security.

Moreover, whoever wins the presidential race in November is going to face a tough economic outlook for 2013. According to the Congressional Budget Office, the first half of 2013 will be difficult if currently planned spending cuts and tax hikes go into effect, with US GDP shrinking by 2.9 percent, followed by a second half growth rate of 1.9 percent.

This outlook will influence US foreign policy, Braml says. ?Neither a Democrat nor a Republican will have a lot of leeway. Because of its own economic problems, the USA will try to shift much of the burden onto its allies in Europe and Asia.?

Austerity policy

Looking at this global crisis, Merkel favors an austerity policy but also promotes a regulation of the financial sector and a financial transaction tax, something Romney would most likely not agree on.

?Given his campaign promise to repeal Dodd-Frank [Wall Street reforms], Romney is likely to object to government intervention in the global financial sector,? says Mrs. Rytz.

Merkel might give a future president Romney a warm welcome as a sometime-fellow conservative, but the differences in their economic policies would not likely translate into an immediately tight-knit relationship. And at any rate, for the next year, with an election looming, Merkel's main preoccupation jibes more closely with Obama's: getting reelected.

New Chubb Insurance Solution for Health Care Organizations ...

WARREN, N.J., Aug. 27, 2012 /PRNewswire/ -- The Chubb Group of Insurance Companies has introduced insurance coverage to help small to mid-size health care organizations manage some of their biggest exposures.

ForeFront Portfolio 3.0(SM) for Health Care Organizations offers eight optional coverages, including cyber liability insurance for the costs associated with data breaches and directors and officers liability (D&O) insurance, which can respond to allegations of health care fraud and abuse. The six other coverage options include employment practices liability, fiduciary liability, crime, kidnap/ransom and extortion, workplace violence expense, and employed lawyers liability insurance.

People have different reasons for being upset with Twitter right now, and those reasons really depend?on what type of Twitter user you are. Here are the people Twitter's changes are going to affect the most, and why?they're angry about the new rules.

The crux of why people are upset with Twitter is pretty simple: Twitter is?changing its Application Programming Interface (API)and closing off how third-party apps communicate with Twitter. For casual Twitter users, this means that Twitter controls what information apps can access on Twitter, how they access it, and how the apps shoots out the data on their ends. On the surface, the main goal is to keep Twitter clients consistent, and push ads equally throughout all of Twitter.

The Twitter developers who are worried about what the changes mean for their Business
Developers who build Twitter clients like?MetroTwit?or?TweetBot?are the most clearly affected by Twitter's new rules. In Twitter's new?API Terms, Twitter states that Twitter clients need to keep in line with Twitter's layout rules, which require tweets to be displayed in a single way, with all their buttons in the right places. From a visual point of view, all Twitter apps should essentially look the same. However, in a?blog post?back in June, Twitter also stated that developers should not, "build client apps that mimic or reproduce the mainstream Twitter consumer client experience." Essentially, this means Twitter doesn't want people building new Twitter clients.

Twitter has also instituted a user cap of 100,000 people for any app that uses the Twitter API, but they are giving a special allowance to any apps that already has over 100,000 users. When a new app gets more users that 100,000, it needs special permission from Twitter to continue on. This includes not just the Twitter clients that show your Twitter stream, but also apps that tap into the Twitter ecosystem like the aggregation tool?Storify?or the "what you did a year ago" webapp?Timehop. Essentially, if your app taps into Twitter for any reason, you're going to see changes.

From a strictly Twitter client point of view, the changes seem like they'll cut Twitter clients completely. However, in a blog post, Tweetbot developer Tapbots explains they'll?continue work their clients?(iPhone, iPad, and Mac), and the majority of the app will be unchanged. Twitterific developer Icon Factory?says the same thing.

Not all developers are so confident, and?several have sent letters to the FTC?requesting an investigation into possible antitrust issues that arise by Twitter forcing other apps out of the game.

Until we see how Twitter enforces these rules it's difficult to know exactly what to expect.

The Twitter power users who like third-party utilities

Twitter power users are going to see big changes in their Twitter clients, but many of the analytics tools they use will remain untouched. In fact, in Twitter's?blog post?on the issue, they specifically high-five the likes of?Crimson Hexagon,?Topsy,?Hootsuite, and others. In short, if you're using apps that are targeted at businesses, for data mining or otherwise, you're probably fine.

However, power users will likely see less customized clients built specifically for certain types of users. Lifehacker founder Gina Trapani sums it up on the?In Beta podcast:

I think the big thing people are upset about is that we're going to see fewer custom power user clients. Which really sucks for the power user who want the very specialized client who lets you mute keywords, or whatever.

The reason? With a new rules, developers might not put forth the effort to build specialized clients anymore. It could also mean that currently beloved clients will just give up. It's no fun playing in a playground with chains and locks on all the equipment. Since this hinges on how developers react, it's hard to judge exactly what the effect will be until Twitter starts enforcing these rules.

Twitter users who like services like Flipboard that plug into Twitter

The loudest outrage from most people is how Twitter's been tackling the way third-party services access Twitter. In a tiny way, this is about how?Tumblr, Instagram, and LinkedIn?users can't search for friends on Twitter any more.

More worrisome about the new API rules is how it might restrict apps like the popular social news app?Flipboard, which accesses tweets, but isn't a client itself. The worry comes from Rule 5a of the?Timeline display guide:

Tweets that are grouped together into a timeline should not be rendered with non-Twitter contents. Eg comments, updates from other networks.

Instapaper developer Marco Arment?talks about why this might matter in a blog post:

In other words, apps cannot interleave chronological groups of Twitter posts with anything else.

This is very broad and will bite more services and apps than you may expect. It's probably the clause that caused the dispute with LinkedIn, and why Flipboard CEO Mike McCue just left Twitter's board.

Closer to home for me, it affects Instapaper's "Liked By Friends" browsing feature, which will need to be significantly rewritten if I want it to comply. (If.)

Essentially, services that tap into your Twitter feed and regurgitate links into a new visual style could be blocked. This means magazine-style browsing apps like Flipboard?could?be cut off.

The likely reasoning from Twitter's point of view is simple. When you access links from who you follow on Twitter without ever going to Twitter itself, you can get the Twitter experience without ever looking at advertisements.

The optimistic Web nerds who want Twitter to be a platform, not a media company
When Twitter first launched, it was a wide-open, easy-to-develop-for platform that felt something like the wild wild west of internet communication. Now, Twitter is closing in on itself, and changing its overall approach from open platform for communication to media company. The reason? Money. (They're a for-profit company, so while the results are frustrating, it's silly to blame them for this.)?The Verge lays it out like so:

Creating a platform like Twitter is impossibly hard, but after years of fail whales, the company pulled it off. Monetizing a platform is harder still, and it looks like Twitter has taken the easier path: monetizing its social graph without sharing the wealth with the developers who helped build it.

The reason the social graph (who you follow/who follows you) is important from an advertising point of view is pretty simple: people use Twitter like they use a TV, they follow who they're interested in and that reflects a marketing potential. This makes direct advertising easy.

Twitter's original API was wide open, and out of it sprung all types of innovative apps and uses?the very same things that turned Twitter into the successful company it is today. The openness was the exact reason many of us started using the service in the first place. Twitter was a platform you could access in a variety of ways, and use for a number of different reasons. You could track celebrities, communicate with people, and share links with complete strangers. Users wanted to think of it as a platform similar to email as opposed to a media company (like Facebook). It's easy to see that Twitter needs to make money, but many people hoped (perhaps naively) that Twitter would still function as a platform. Not as yet another Facebook.

So, should you care?

Twitter's guidelines for some of these changes are still pretty vague, and interpretations of how Twitter will implement the changes are all over the place. Developers have six months to comply with the new API, and hopefully by then we'll have a better idea of how it's going to affect everyone.

So, should you care? That depends on how you use Twitter. The issues above effect different people in different ways, but even the casual user will see restrictions with the apps and clients they use.

I glanced at the clock when I heard my husband say to my oldest son, ?Call me when you get home.??Where is he?? I asked.When my husband replied, ?He?s on his way home from work,? my stomach began churning. Not the hunger-type churn but the worried-mother-type churn. Our son had purchased a home just months before and was still getting a handle on things but between work and other demands, it wasn?t easy. My husband and I?and his brothers?had all helped out with painting, cutting the lawn, some electrical and lighting things and so on.It took all our willpower (my husband?s and mine) not to completely take over, but to just be available to help if and as needed. We wanted to take care of our son, get him set up in his new house. Mostly, I wanted?needed, really?to know that he was ?okay? and that he wouldn?t be overwhelmed by the demands of new home ownership. The point of the call was to set up a date and a time that my husband would be able to come and help with another task. To hear that my son wasn?t yet home from work for the day brought me to full attention. My brain went into mother-calculation mode. It is the only time my brain can do any math. Okay, he started his day with the sunrise and will end it with the sunset. Given he needs to now cook himself dinner?that means he?s operating on five hours of sleep. By now my stomach is in full blown acrobatic action. I?m talking Flying Wallendas. I?m worried about what he will make himself for dinner and want to drive the 25 minutes away to greet him with warm food.Every cell in my body is aching to go take care of him. The show on the television in front of me no longer has meaning. I can hear the words but don?t understand them as my mind creates a plan to get dinner to my son. My body sits on the couch but it is imagining the scenario in which I will feed my son. I want to bi-locate like never before.Of course I know that this won?t happen?neither the bi-locating nor the actual delivery of food. I know that I have to let my son be and let him learn and grow. I know what my job is now?even as I ache to tuck him in just one last time.I am so proud of him that sometimes I find myself crying. They are tears that remember that little boy who loved to sit and watch Mr. Rogers and eat dry Cheerios. They are tears that recall the day he received his college acceptance letter. Tears rim my eyes when I think about my son going off on his first job interview. My tears are those of gratitude that God has allowed me to know this incredible young man?an amazing son, a giving brother, a loving grandson?and has allowed me to be part of his journey.

(AP) ? A huge explosion rocked Venezuela's biggest oil refinery early Saturday, killing at least 19 people and injuring more than 50 others in the deadliest disaster in memoryfor the country's key oil industry.

Balls of fire rose over the Amuay refinery, one of the largest in the world, in video posted on the Internet by people who were nearby at the time.

Those killed included a 10-year-old boy, and at least 53 people were injured, Falcon state Gov. Stella Lugo said on state television. She said firefighters had controlled the flames at the refinery on the Paraguana Peninsula in western Venezuela, where large clouds of smoke were rising.

"The areas that had to be evacuated were evacuated," Lugo said, according to the state-run Venezuelan News Agency. "The situation is controlled. Of course they're still a fire rising very high, but ... the specialists tell me there is no risk of another explosion."

The blast occurred after 1 a.m. when a gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said. Some nearby houses were damaged by the blast, he said on television.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said on state television. "The blast wave was of a significant magnitude."

Images in state media showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

Ramirez said oil workers will determine what caused the gas leak and were inspecting the damage along with troops. He said supplies of fuel had been cut off to the part of the refinery that was still in flames.

Troops were securing the area at the refinery, Lugo said.

Vice President Elias Jaua said on his Twitter account that the military was deployed to the area and that air ambulances were dispatched to ferry the wounded. The defense minister was traveling to the refinery along with Ramirez and other officials, Jaua said.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude a day and 200,000 barrels of gasoline. It was unclear to what extent the explosion might affect oil shipments from Venezuela, a member of the Organization of Petroleum Exporting Countries.

?If you work hard, and put your heart and soul into it, then you are allowed to steal some,? said Shivpal Singh Yadav, a minister for public works for India?s most populous state, Uttar Pradesh (UP). ?But don?t be a bandit.? Caught on camera, Yadav?s words were replayed in newscasts across India on August 9, 2012, nine days after a power failure left half of India?s population?one-tenth of the planet?s people?without power. Among the Indian states that suffered the blackout, twice, was Yadav?s home state of UP.

A preliminary government investigation into the cause of the blackouts blamed ?indiscipline of state electricity boards and faulty management by the northern grid operator Power Grid Corporation? for the blackouts. Yet two other simpler reasons, theft and climate change, should not be overlooked.

Theft and corruption have played a role in India?s power failures for decades. At every step in the supply chain, money is siphoned off via direct bribes or shortcuts. There is the theft of the politically connected?like Yadav. And there are special deals cut with farmers, large hotels and others who collect favors in the form of free or guaranteed electricity in exchange for bribes of powerful officials. Then there is theft of the Adivasis, or tribals, the untouchables and other disenfranchised people of India. More than a third of India?s households do not have enough electricity to power a light bulb, according to last year?s census. And so they steal it. In fact, as much as 40 percent of India?s electrical power is stolen.

June and July is traditionally the season for planting rice in the north. Rice is a staple crop for India, and India?s paddies provide a significant share of rice for export to global markets. Rice paddies require an abundance of water. With a delayed monsoon (yet another anticipated outcome of climate change), farmers in North India were using more power than usual to pump groundwater to irrigate their crops. This, together with the ongoing theft of power from the grid, certainly played a pivotal role in the northern grid?s power failure.

How did India, a country with plentiful coal reserves and a growing GDP, get into a situation of energy theft and such energy inequality? World Bank policies had a lot to do with it. Coal is India?s biggest and dirtiest source of power, providing over 57 percent of the country?s electricity. Yet, despite its abundance, it is increasingly hard to come by. One reason: unsettled land is in short supply in a country about a third the size of the United States but home to almost four times?or 1.2 billion?people.

For decades, the World Bank provided inducements to the government of India to expand its exploitation of coal. The bank also pushed privatization of the power sector and expansion of strip mining. Underground miners once had one of India?s most powerful labor unions. While dangerous and dirty, these jobs provided a decent living, and underground mining prevented the widespread environmental and social destruction that open-pit mines ushered in. At the World Bank?s behest, however,?strip mines replaced thousands of underground mines; miner?s unions were busted and replaced with a handful of workers driving large dump trucks.

Strip mines ravage the landscape and cause acid drainage, which kills fish and makes the water unsafe for drinking or bathing. They smolder in a constant state of combustion. As with large dams, another energy development approach favored by the World Bank (which are also proving unreliable as they fill with silt), thousands of India?s poorest tribal people have been uprooted to make way for strip mines and placed in resettlement camps where prostitution and alcoholism are endemic.

India?s coal is heavy in ash content, and population pressures on available land means ash disposal is also a problem. So, often, the polluting ash?with heavy metals and radioactive elements?is merely dumped in the already polluted rivers. Or it is dumped back in the empty mining pits, where it leaches into the aquifers.

Though the bank recognized a focus on privatization of the power sector and coal-fired power for the grid would result in power largely being provided for heavy industry and urban areas, where payment rates were highest, they rationalized this approach the same way they rationalized ?trickle-down? models of development elsewhere in the world: they assumed that energy services would eventually trickle down to the poor.

However, civil society groups, including ours, urged the bank to review this flawed assumption and instead focus on providing renewable energy to the poorest in rural areas.?At our urging, former World Bank President James Wolfensohn agreed in 2001 to conduct a thorough review of the Bank?s investments in oil, gas and mining to determine whether or not their loans were helping the poor. Their own hand-picked ?eminent person,? Emil Salim, a former board member of one of Indonesia?s largest coal companies, who headed up their three-year Extractive Industries Review,?urged them to uphold a moratorium on lending for coal and to get out of oil completely by 2008. The poor were ?worse off,? not better, Salim determined, as a result of the World Bank investments in coal and oil. Nevertheless, the Bank ignored his advice and?continued to provide billions?to one of the most polluting of fossil fuels, while ignoring its climate impact.

The World Bank once claimed it would provide an acre of land for every acre taken from those who got out of the way for the mines and dams they financed. But that promise was long ago watered down, then forgotten. The regions of India where coal is most abundant?including the newly formed state of Jharkhand, which means ?Land of the Forests??also happen to be the most densely tribal, where trees and other natural beings are viewed as sacred. And this is where resistance is the strongest. With a tribal government, Jharkhand has kept twenty-three proposed thermal plants and about twenty-two coal-mining companies from entering tribal villages and going online since 2005.

A primary rationale India and the World Bank gave for burning India?s coal was ?energy independence.? Yet two decades after the World Bank opened up India?s mines for rapid exploitation, as India runs into roadblocks and runs out of space for open-pit mines and ash disposal, it is increasingly turning to coal from abroad?which comes with lower ash content but at a higher price, from places such as Indonesia, Australia and even Appalachia.

And because of problems with coal and large dams, the government of India is increasingly trying to force nuclear power on the agenda. Yet, here, too there are obstacles: In the aftermath of the Fukushima meltdowns, in Kanyakumari Kundakulam, more than a thousand women have been protesting a nuclear power plant proposed for that rich agricultural area with regular hunger strikes.

Ironically, one region that did well during the recent power crisis in India was?Jodhpur, where, after a brief interruption, the windmills kept hospitals and households powered up while half of the country went black.

Had the bank heeded its own studies in the early 1990s, which showed that a more economically efficient way of handling the energy needs of the poorest in rural areas would have been to invest in renewable energy, many of India?s energy and environmental problems would have been solved. And had the World Bank focused on its mandate?providing energy for the poorest, rather than rich urban areas, and businesses?India might have ramped up its use of renewable energy to a level comparable to Germany?s, which, with far less insolation, recently derived 40 percent of its electricity from solar power.

Instead, the bank foisted on the largest democracy in the world a neoliberal trickle-down model?where unions were busted, wealthy corporations like Tata were given development assistance to build coal mega-burners, people were treated like pawns on a giant chess board, while they targeted the affluent and heavy industries first for energy delivery using some of the most environmentally destructive energy resources on the planet. Nearly two decades later, after billions in investment, one-tenth of the world sits in the dark, the planet is rapidly heating up, electricity theft consumes as much as 40 percent of India?s power, and the only thing trickling down to the poor is contaminated water or, if they?re lucky, enough water to keep their parched crops alive.
